US Mediates Ukraine Talks in the UAE as White House Pushes for Settlement

Diplomatic talks involving American, Moscow, and Ukrainian officials are underway in the United Arab Emirates this Tuesday, representing the latest step in efforts to broker a resolution to conclude the continuing war in the region.

High-Level Representatives and Initial Talks

American military official Dan Driscoll allegedly conferred with a Russian group on the eve of the talks, with discussions proceeding into the following day.

“Discussions are progressing positively and we maintain hope. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” a spokesman remarked.

Ukraine’s top intelligence official, Kyrylo Budanov, was scheduled to join in the proceedings, though the exact format was uncertain whether face-to-face engagement with Moscow’s representatives would happen or if distinct one-on-one sessions would be conducted.

Membership of the Moscow delegation was unconfirmed. “We cannot provide details. Our position is to monitor press coverage,” a Kremlin representative told official outlets.

Context and Updated Proposal

The current talks come after prior discussions in a European nation where US and Ukrainian representatives modified a draft American framework for ending the war.

Moscow has not yet approved the latest draft of the plan and is not expected to agree to many of the Kyiv revisions.

Moscow’s top diplomat, Sergei Lavrov, declared that any modified agreement must adhere to the “spirit and letter” of what was covered during earlier summit meetings between the two nations.

Global Responses and Concerns

EU officials are reportedly finding it difficult to stay engaged in the negotiations as US representatives drive the efforts.

Finland’s president, a European figure, who has emerged as a primary mediator between Washington and European officials, commented that the immediate future would be critical in attempts to secure a resolution.

He reportedly spoke with Volodymyr Zelenskyy and Nato representatives, emphasizing that “Ukraine’s destiny must be determined by Ukrainians, and while European security matters are for Europe to resolve.”

Meanwhile, the French leader, the French official, cautioned against a settlement that would amount to a “capitulation” for the nation.

“Terms presented suggest what Russia could agree to. However, must Kyiv and European nations consent to these terms? Absolutely not,” he stated.

Specifics of the Original American Plan

American proposal was reportedly made up of numerous clauses and was based on discussions between American and Moscow representatives, with contributions from Ukrainian security authorities.

Major elements of the proposal allegedly included:

  • The nation relinquishing areas presently occupied by Moscow
  • Additional regions that would be expected to be willingly given up
  • Limits on the size of the military forces
  • Immunity for all participants in the conflict regarding violations

Latest Developments and Continuing Challenges

American representative reportedly went to the Ukrainian capital to brief the Ukrainian president on the plan and urge rapid acceptance.

This demand, combined with the disclosure of the plan, reportedly took by surprise Kyiv and EU officials.

Zelenskyy reportedly that the country was facing one of the toughest periods in its history and was being compelled to decide between “surrendering honor or sacrificing a vital partner.”

Subsequently, Driscoll informed alliance representatives on the proposal in Kyiv, with one attendee describing it as “an extremely difficult session” and noting that European officials were shocked by both the substance and manner of the presentation.

Washington later moderated its stance, stating that the comprehensive plan was an “initial basis for negotiation” rather than a definitive demand.

Security Situation During Negotiations

As peace efforts continue, Moscow has maintained its nightly assaults on Ukrainian cities.

Moscow’s forces reportedly fired numerous of projectiles and many of unmanned aircraft at targets in and around the capital, according to Ukrainian reports.

The Ukrainian president emphasized that the Kremlin must not believe it could prevail in the war while talks were ongoing.

“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Measures against Russia need to produce tangible effects,” he stated.

The capital’s leader confirmed that seven people had been killed in the overnight assault on the city.
